On June 21, 2019, the White House government released the "National Artificial Intelligence Research and Development Strategic Plan: 2019 Update". The U.S. government is well aware of the role of open source software in the development of artificial intelligence. In the 2016 report, there was a section "Developing open-source software libraries and toolkits", whose purpose is to make More people are exposed to artificial intelligence.

In order to promote the sharing of public data sets and open source software, since 2016, the US government at all levels has done a lot of work:

(1) The United States Department of Transportation supports the Second Strategic Highway Research Program (SHRP2) of the Natural Strategic Driving Study (NDS).

(3) The General Services Administration (GSA, General Services Administration) uses the cloud to promote the application of artificial intelligence.

In the era of the digital economy, a large number of digital achievements cannot be shared through open or open source methods, and it is certainly difficult to increase the speed of innovation, which will affect China's promotion of industrial Internet and other big plans.
